Alcatel-Lucent CEO Ben Verwaayen, who last month oversaw the beleaguered Franco-American vendor's first ever net profit, said that the transforming the firm's marketing strategy was a "vital" next step in its return to stability.
Carter added: "Alcatel-Lucent is a company on the move in a sector experiencing rapid change with leadership committed to meeting that change head on."
Carter left the government last year after publication of the Digital Britain report in June and formerly worked as group chief executive at corporate comms outfit Brunswick. He was also the founding chief executive of Ofcom and managing director at NTL UK & Ireland.
He will be moving across the Channel to take up the newly-created post in April.
