According to the CBI 25% of firms will add staff this year as the number of companies sticking with a recruitment freeze drops from 65% in 2009 to just 5%.
The survey revealed that firms had been leaning on temporary staff to get through the last year but were now looking to bring people on board full time.
Albert Ellis, chief executive of Harvey Nash, which carried out the research for the CBI, said that businesses were starting to get their staff levels back up in expectation of more growth: "This is most concentrated in the technology, financial services sectors and some areas of manufacturing".
"Although the recovery is fragile, there is a sense that the UK economy as a whole has turned a corner," he added.
Figures throughout the year from IT recruitment specialists have shown a recovery in both permanent and temporary positions.
