Calls for the government to open up IT procurement to smaller firms have often been made in the hardware and software areas but are now sounding loudly on the security front.
With the security aspect of IT often part of a larger contract there has been a potential for more funds to be spent than are needed.
The counter argument is that using a security specialist, one accredited to sell to the government, would not only save money but ensure best of breed protection was installed.
"Historically, the bigger suppliers have taken the lion's share of public sector contracts partly because of the tendering requirements, and partly because of the fear factor as there was a perception that 'bigger' provided a measure of security," said Chris Papa, managing director of Qubic.
"However over the years there have been some very high profile failures and suppliers being taken to court because of an inability to deliver on time and on budget," he added.
